Heeler eating too fast?

Willie is a 9 month old blue heeler aussie mix. We are currently feeding him a total 2 1/2 cups seperated into breakfast, lunch, and dinner. We are having the problem and have for several months of him eating EXTREMELY quickly. one cup in less than 5 seconds. I have feed him a little bit at a time from my palm and also put little bit in his bowl at a time. These do not seem to slow him down. Any suggestions or are cattle dogs just quick eaters?
