How do i measure PH and nitrate levels in a fish tank?

is there a kit i have to get? i want my fish to have the best possible home when i get them, so i guess these testers are important. i know you need to have that anti chlorinator and weekly stuff you put in but what other essentials are needed to make sure my fish are happy and healthy when i get them?
