My 53 plymouth "wallows" and floats after going over a bump in the road. shocks seem ok. whats going on?

Pushing down on the front or rear (* the common shock absorber test) indicates good shocks. No continued bouncing. The cars height is about 1 inch short of specs. Bad springs maybe? Any help is appreciated
